Yes the interviewer does take it back before the candidate begins to speak.
The min time to speak in part 2 is 1min, so u are not deducted marks for speaking 1 min. Less then that is trouble then.
Well if u dont understand something in it, u can ask during the time that is alotted to u for writting down your points. But the topics are easy, and im sure u will not have a problem in understanding. Even if u say somethings that are wrong, like the facts are wrong, it doesnt matter, as long as u speak correct english with proper full sentences.

tip: always keep eye contact with the interviewer while talking. Shows ur confidence and it wil be noted.

1.yes, you will have to return the topic prompt
2. you can, if the examiner cuts you off and feels uve done enough.but your chances are still slim.
3.no, you cant. however u can ask him to repeat his questions in the other sections, you will be expected to understand them yourself.
