First, a history lesson on N. Africa.
After the Napoleonic wars in Europe, there was a problem with what to do with all the ex-French soldiers. Since they were unemployed, the French govt. decided that they needed to find somewhere and something for them to do, since 90+ percent of them were living on the streets. What the French did was to create a new army for their idea of colonialism. They then decided that France, as a great nation would have to colonies that great expansion of desert called the Sahara. For that, they needed an army. They had the men, so they created the French Foreign Legion. As they conquered the Sahara, all the nations of N.Africa came under their control.
Now, as a DIRECT result of the French, and their hard fought victory over the Sahara, most of those nations that lay on the border of the Sahara speak French. Monaco is one of those nations, and also speaks French, and claims it as their national language.

French is the official language, but in Monte Carlo you can meet people from the entire world, so is spoken English, Spanish and many others. I was there many times, so I wish a wonderful trip !

monaco is completely surrounded by france, and the language mainly spoken is french, it is a country in it's own right with it's own monarchy, but it's culture, language and history is principally linked to france - there is very strong links to many other near (relatively) mediteranean countries, principally italy
