It really depends on what kind of boots you are looking for and whether you are a male or a female.
If you are looking for all weather boots or uniform boots, go to Bras Basah hawker centre. There are numerous army supply retailers above the hawker centre/food court that sell a pretty decent range of all weather boots. Good prices.
If you are looking for classy leather boots. I would recommend going to the basement of Peninsula Plaza. Again several retail shops there and selling boots at discounted prices.
