Where would be the very best place (location) you would send
someone to hang out just in case a talent scout may be seen frequenting that area for new talent? Serious answers please.

In hollywood/new york they have casting calls, for people to play small parts in movies. I guess I would find out were the casting calls were and then go to one.
also how about talking to an agent about help getting bit parts to try and be discovered.
Commericals would also be a way to be seen

To be honest some it may just be luck. There isnt really one place to go to be discovered.
I know of some people who were recuited as extras. They just happen to be at the location of a shoot and they were asked to be extras. From there you can get to know people. But beware, a lot of these " movie" people are real sharks and will take advantage of up coming stars.
Basically you can send out porfolios as well. You have to go and market yourself.
The best would be to join stage performances. Cause right there, the scouts can see your talent.
