Many networks provide "Location Based Services". Civil rights issues mean that they would have to opt in to let you find out where they are. Some operators provide services to locate children`s handsets. Contact your operator.
GPS is not required on the phone, other techniques are used. Accuracy is between 50m and 500m

I think the government have chips inside the phone and can access the calls made and everything that has been said
