Germs from the other person are in that smoke. just imagine if that person had TB which is highly contagious.

I'm a smoker so I'm not biased lol.
But I think they say this mainly about the smoke that is coming off of the end of the cigarette. First hand smoke is sucked through the filter taking away a lot of stuff from the smoke and diluting it. The smoke that is coming of the end is much stronger and since you don't get the benefit of the filter you get all of the stuff that the filter takes out.
Second hand smoke is worse than first hand but It's not worse than smoking though. Because if your a smoker you get both. So this really is just a tricky use of words to get people to stop smoking.

Because the person smoking has a filter to breath through. Secondhand smoke is un-filtered.

I don't know if it's more dangerous but any smoke inhalation can't be good for the body especially if your sensetive/allergic to it

they are just trying to find ways of making people stop smoking and they think the guilt of harming ones children is one way.
