Isn't it possible just to send a straight text message, rather than an SMS-type message? I think (could be wrong) as long as the other person's phone has a text messaging capacity it doesn't necessarily require the Internet.

(My daughter had an old Nokia phone without Internet, and she used to send me text messages.)

Today's phones tend to have a variety of types of messages (SMS, Push, Text, etc.). I think if you just choose the text it should go through. (Again, I could be wrong about your particular phone or the other person's.)
