The Internet wasn't discovered, it was invented. For something to be discovered it must have already existed to begin with. Someone made the Internet. And as we all know, that man was Al Gore. Now take your silly questions someplace else, eh?

Well, there is a joke about Al Gore claiming the authorship of the Internet.
But it was Dubya who recently discovered that there are parallel "internets," and he uses that plural term in discussing them. George knows many things that the rest of us do not, but typing and use of the "internet" are not to be found in that vast store of vital understanding. But it is true that in the six years of his presidency, his reading has gotten somewhat better. Never misunderestimate this man.

The standards that govern the Internet are developed by the IETF. http://www.ietf.org
The key developments of the worldwide webare mainly due to Tim Berners-Lee when he was working at CERN.
