I can only find black cows with white white bands around the middle, rather than white cows with black around the middle.
There are two possibilities that I can see. Either the 'Dutch Belted' or the 'Galloway Belted'

You are talking about the black and white Holstein cows most people associate with milk cows. The correct answer would be, it entirely depends on the individual cow. The black and white Holsteins are true piebald animals. Under the white fur, they have pink skin, and under the black fur, they have black skin. On some dairies, you will see mostly white cows, with black spots. On other dairies, you will see mostly black cows, with white spots. Both exsist in the Holstein dairy cattle. Now for the interesting part. The ones that are mostly black, with white spots are actually the better cows. The cows that are mostly white, are a great deal more nervous, and prone to more health problems. If you are seeing them at a dairy near you, and they are mostly black, with white spots, that is a smart dairy farmer. He has the better cows. They are exactly the same breed, all Holsteins. Belted Galloways are black with a white band around the middle. I very much doubt if there are any white with a black band.
