There are lot of schemes sponsored by the Govt. for BPL [ below povertyline] families like SGSRY [ Swarn jayanti swarozgar yojna] etc.

For enjoying the benefits of the BPL schemes, one has to get his name included in the BPL list prepared every year at block level. Afterwards they can form an SHG i.e. self help group and can be financed through local banks. Individually also one can apply for a loan through block.

If he is not heard any where and is not benefitted through block, he can reach the CDO [ Chief developement officer ] of the district. There are lot more schemes. Even a poor can get Rs. 10000/- for the marriage of thier daughter.

There is no need to reach HRC at all as it will cost a BPL person a lot and he will also loose his daily wages by devoting time to such activity.

I would like to advise such a pesrson to contact local authorities for the relief as Govt is very strict on the administration for poverty alliviation programmes.

Let him make a representation and send by post to the Commission. If he did not get any response, let him seek information about the status of his case, from the Commission, invoking the provisions of the Right to Information Act.
