Titanium chloride, TiCl4, this is why quality paper is sold by weight, the whiter the paper the heavier it is and the more TiCl4 used to dye it and therefore more expense. (sorry that last bit was a bit complex)

IN industries sulphur dioxide is used to bleach wood pulp, which is then transformed into WHITE paper.
Potassium manganate(VII) should work. it turns paper brown after some time when exposed to air.
