Jihadist websites-can we know who hosts them?

We hear there are the so called “Jihadist” websites and I know that any website's host can be found , why is Bush can’t know on these?

I am not in support or against to the two camps.I just need on IT piont of view.What do we need to host a website?And is it legal or not legal (acc. to freedom of speech ) to stop a website except the rubbish adult sites?

Because there is no way to confirm the actual location of a website based on it's host IP. It could even be in a whole different country. "There is a utility named VisualRoute (http://www.visualware.com/visualroute/index.html) which traceroutes a host, and displays the route on a map of the world. The host's location on the map is based on the whois query, which may be wrong - an Israely domain might be displayed as being in Israel though it is hosted in another country." (this is called virtual hosting)
