A dirt cheap sound card should be less than 7 bucks.
Generally, sounds has been incorporated onto the motherboard already. But for whatever reason you need to add a sound card.
The current version ( last 7-8 years) of sound cards are PCI based.
If your computer has a empty PCI slot, you can just plug it into it, when the computer is turned off.
If you are window base system, your plug and play windows OS should detect the sound card. It will ask for the driver, which comes with the sound card. Or it may be even automatically detects and give it a driver.

well...for the microphone you can get a cheap one at walmart, but the soundcard is going to cost you a bit. Go to a bestbuy, circuit city, etc...but watch their weekly ads, especially as the holiday season comes closer.

Wallmart
Get a large 1/4 inch-mono to [Mini-Stereo]-mono connection from Radio Shack, plug it into the 'Mic Input' on the back of your soundcard. Make sure the level is up so you can hear, and try not to point the mic at the speaker. have fun.
