Of course not. As it'll restrict the freedom of choice.

Microsoft used to require every PC to ship WITH a copy of Windows. It took a couple lawsuits to force Microsoft to drop the requirement on the vendors so vendors can ship PCs withOUT operating system, or with some OTHER operating systems such as Linux.

If you want a PC to run Linux, would YOU want to pay an extra $50 or $100 on top of your CPU for a copy of Windows that you are not going to use?

theres always a way around it. in this case my guess is people would just flash their OSs for alternative, disintegrated ones.
