And, do they have lots of choices there? as in the in-fashion?

It is hard to say because it depends on the definition of cheap. But compared to clothes in Macy's or other shopping mall, it is easy to find clothes with much better price and very good quality. In many depaartment store or malls, they have sales in December. There are also some area in Taipei and they have lots of nice clothes, shoes, accessary with low price, like Wu Fen Poo (check it out http://www.syda.taipei.gov.tw/cgi-bin/SM_theme?page=438300f5). You can also locals and they will tell you locations of markets where you can find lots of nice stuff with good price and don't be shy to ask because most of Taiwanese are very friendly. Have a nice shopping!

Yes.

Great selection of reasonablly priced Winter fashion at Wu Fen Pu and Wanhua Wholesale areas, Ximenting and at the Shihlin and Gongguan Night Markets. Winter Fashion wear also available at the Underground Malls at the Taipei Main Station and the East Metro Mall at Zhongxiao / Dunhua MRT Stop. These Malls also good for boots and shoes.

Some branded shops offer big sale in December. It depends on which shop you want to go. Most of the shops, either in the downtown or night market offers in-fashion. But the seller at night market always give the same price all year.

Btw, the fashion here (except for branded) are consider cheap.

It depends on where you go. Places like GAP always have cheap stuff on sale. Nightmarkets are good places to get cheaper price as well, but you have to be fluent in Chinese or they won't give a crap.

I don't see lots of choices there however. Fashion means something different to the Taiwanese, as they mix fashion trends of Japan, Hong Kong and US with their own, then it becomes something else...

My favorite place to shop is Value Village. You can buy several outfits there for the price of a pair of jeans from Sears. It's all used stuff, but if you know what to look for you can find GREAT quality pretty and unique clothing there, including sweaters, jackets, coats, jeans, etc. I don't know if there's one where you live, but there may be another good secondhand store. I don't think it's gonna be cheap, depending on the place where you are going to shop.
But there will definitely be more selection, and the design would definitely be trendier.
