Cold is when you don't want to be too far from shelter because once you start to lose body heat, you could die from exposure. The funny thing is real cold, like fifty below, doesn't feel so unpleasant when you're properly dressed- until you start to get that chill! Cool is what people from warm climates think is cold.

Degree as in warm and hot. Cool: the midpoint between average and cold. Cold is the midpoint between cool and freezing.
Cool means acceptable/accepting, agreeable, good. Also it can be used to describe someone as level-headed, unresponsive or difficult to reach.
Cold seems to describe people as downright mean or insensitive (usually in their decision making); also, it's often used to describe cutthroat actions, or decisions that involve having to choose a lesser evil.

Cool is neither warm nor cold, but often refers to something usually expected to be warm but on the way to becoming cold, or in the state of cooling. As something cools, it loses its heat but then it must be further chilled to become cold.

Cool can feel good, cold is painful. If you have to walk crouched over, your face burns, the wind makes your eyes tear, and you're constantly shivering even though your 3 quarter length coat is lined with goose feathers - that is cold

Cool is whilst it purely demands a protracted sleeve shirt or is reasonably cooler than regularly occurring, jointly as chilly shows a stark departure in temperature requiring extensive bundling as much as stay heat...duh
