Chinatown, once a strong cultural, emotional, business and social center for Chinese immigrants, has deteriorated and is in dire need of revitalization, according to a study commissioned by the Chinatown Economic Development Council. Chinatown "is a deteriorating way-station for new immigrants who enter, stabilize and then leave like others before them, for greener pastures," the study concluded. http://www.findarticles.com/p/articles/mi_m5072/is_n6_v16/ai_15197924
The businesses in Chinatown are mostly small, retail shops and restaurants. There is not much of an economic base there, so the dirtiness that was there 10 years ago has not changed much.

You must remember that the hard working Chinese were used to build the railroad. During that time the Chinese built their town near where they worked and these Chinatowns are the older parts of any city and near the railroad tracks. This alone lends it to being dirty and trash filled.

Because the city doesn't allocate enough budget for cleaning there.
