No; WVU has a very poor strength of schedule due to it being in the big east where most big east teams have easy schedules. WVU wouldn't play in it.
the Michigan OSU loser would have a higher BCS rating than WVU.

I doubt it, the Big East lost their best chance to put a team in the BCS when Louisville lost, WV already has one loss and Rutgers is looking pretty tough, so i doubt any Big East team is going to get much talk in the BCS
