It was never said- they were explicitly lesbians in the show.
However, they definitely have a vibe going on between them. I don't think (to my memory) that Gabrielle ever had male love interests, although Xena got it on with, or at least was supposed to be attracted to, her share of men (Hercules, Ares, that I can recall). So- though once again, they never say anything in the show- she'd be bisexual, in my mind.
I know that the show was aware of the lesbian vibe they created; in one episode, they hang out with a dramatic acting troupe, and as they leave, the people say "We hope one day to be as great thespians as you."- and Xena and Gabrielle, leaving, turn to look at each other and ask "She did say 'thespians', right?"- a very tongue-in-cheek reference.

They were good friends. Most guys thinks they are lesbians when they watch Xena. They fought to stay alive and that made them close. They hug, they kiss each other but it doesn't mean they were lesbians.

Definately, i think thats the only reason most of the people watched the show, xena was a major butch in the relationship tho lol.

The writers increased the sexual tension when they realized how popular the show was amongst the lesbian and "men who love lesbians" communities.
