There are 106 factors alone that help sites rank in Google. You listed only a few. Meta tags don't help much any more.

Optimize your site. Get clients that way. Best way to get SEO clients from terms they searched to find you.

Why not conduct an SEO seminar in your area? You could charge for it, if you have the credentials to support that. It's a great way to get clients, because if you spend a half day or a full day teaching somebody about SEO, they'll trust you more than they'll trust some faceless company they find on the Internet.
