Could you do this with scotch-guard bought from your local retailer?

Well I gave my 100% wool Pea coat a light spray with a scotch-guard treatment when I first got it 16 years ago. It was something we had bought from K-Mart. But I was living in CA and I wanted to make sure I had some extra protection from the winter rains. But, I haven't done it sense. Wool is naturally waterproof and will keep you warm even when wet. It's what I prefer to wear in the woods or in the city when I am walking around. So I'm not even sure you would need to do that in most cases.
