I assume you mean am? Well, it seems to me your neighbor goes to bed too early at night. So, maybe you can keep him awake longer by entertaining him with the loudest, drummiest music you can lay your hands on, don't you think?

,There will be an ordinance if you live in town, about noise from (probably) 10pm to 7am. Get a copy of it, and next time call the police, not 911, just normal police station number. If you live in the country (doubt it), call the Sheriff. If you can't get help, then you either have a War starting. Figure out when he is sleeping, eating dinner, having a bar-b-que, and mow your lawn, after you remove the muffler from your lawnmower. Or, be a peace maker and offer to mow his yard for him. (bad idea) but an option. I heard about a guy that got back at a nasty neighbor, by secretly shooting him with a bebe gun in the butt every time he was near his property. The guy thought it was bees stinging him.

You mean 5am I hope! In any case, check the noise bylaw in your area, that may help if you need to ask a by-law officer to come and give him notice. However, the best thing to do is give him a little taste of his own medicine. If he is getting up that early, chances are that he goes to bed early. Try mowing your lawn as late as possible, even if it is dark (be sure not to break the by-law for your area!). Or play your music loud until late. He will get the message if he isn't totally dense. If it turns out that he IS that dense, then I am afraid you will either have to wear earplugs when you go to sleep, or consider moving. In my experience, if a neighbour doesn't care about your feelings, especially when you talk to them about it, then that won't change. If you can't live with it, you may have to move. Good luck.

Do you mean 5AM? If that is the case, all residential communities have noise restrictions; construction and use of tools such as lawmowers and snow blowers to be done usually during 7AM and 8PM ( unless its an emegency, and it's a city department doing it). The next time he starts his lawnmower up, you have the right to call 311 and lodge a complaint through the city. I'm sure he'll think twice about it the next time once a cop comes up and cites him for it.

I had a similar problem. I live in an apartment, which my wife and i thuroughly enjoyed. this joy turned to hatred when (apparently) the special olympics gymnastics team moved in downstairs. I learned the best thing to do is have the local police Phone # memorized, and as soon as they act up, i call the police and make a noise complaint. I only had to do that 4 times and now they only scream about scooby doo or practice their tumbling in the mid afternoon.

I think you mean 5am. Most cities have a noise ordinance. Call the police and make a report. Usually noise levels are restricted between 10pm and 7am in most places. It sucks to have a neighbor like that!

You must mean 5AM? Call the police, every time he does is. You can check with your city, but most cities have regulations about noise, such as construction work and equipment operation, usually running from 7am to 8pm, but can differ form one city to the next. Your authorities should know what your time limits are. One other way, just ask him nicely not to do it. He might just be agreeable enough to make a change.

first am is morning and pm is anytime after noon. You should see if there is a curfew on noise disturbance such as that or fight fire with fire and find out when your neighbor sleeps and mow your lawn then.

simple, just mow your lawn the same time naked, and take frequent breaks, still naked, trimming trees, and piling the drebris on your front lawn. This will have a impact.

submit some cabinets on your mattress room/spare room at 7.00am or trim your hedge at 8.00am. in the journey that your living house needs re-wiring then it fairly is noisy as hell! For perfect impression, 8.00am on a Saturday morning - once they have been out on a Friday nighttime! reliable good fortune. x
