It sounds like scale. You can get stuff from a nursery...one is confidor. Alot of the pesticides you have to spray on both sides of the leaves so it's harf to get rid of. With confidor you only need to spray on one side. You can also try white oil, but once again you have to cover the entire leaf, then wipe it off to remove the scale. The insects are attracted to it, so they walk on the affected area and spread it over the rest. You might also want to prune it back, and give it some fertiliser afterwards.
