The EGR Valve or Exhaust Gas Recirculation valve sends exhaust back into the engine, under certain conditions, to decrease peak combustion chamber temperatures and reduce the production of NOx or Oxides of Nitrogen. If it's not working properly, you may see it as a rough idle or very hard starting stuck open) or failed emissions due to too much NOx production (stuck closed) during an inspection.

an egr valve is the "gas recirculation valve" which does exactly that. The valve forces a small amount of exhaust back into the intake manifold and it recirculates it through the engine. This decreases the amount of emissions give off from your vehicle.
If it fails smog, check and replace it. Your check engine light will definetaly be on if it isn't working, so go to autozone and borrow their code reader, and see what it is.

Its the exhaust gas recirculation valve it can cause rough idle and in some models will cause the ECM to stall the car when in idle.

EXHAUST GAS RECIRCULATION. with engine warm at highway speed, it opens to burn a little bit of exhaust gas. if stuck shut, no problem. if stuck open, will cause rough idle and misfire.
