Yes, the sheet is bigger than the regular bath towel. They are both made of terry cloth (100% cotton usually, although check the label, sometimes they try to get polyester in there and that isn't absorbent at all). In any case, some regular towels are larger than others as well, so you might not need a bath sheet (which are way more expensive than regular towels), just pay a decent amount for the regular towels and they shouldn't shrink or deform too much, but will still give you ample space to dry off with. A bath sheet is longer than a regular bath towel. Bath sheets are usually 36 inches wide and 70 inches long. Normal towels are 36 inches wide and 54 inches long.
