The Constitution does nothing to secure, protect or promote democracy. It establishes a Republic wherein the sovereignty is with the People. The people then elect representatives to voice their concerns. That is why the House of Representatives has elections every two years. It is the House that is supposed to be the most responsive to the will of the ppl.
