If the camera is on and you are talking to someone, then the data is being routed through out the Internet and can be sniffed. Since I don't think the protocol used carries any major encoding, I would just assume that they can view whatever you are transmitting.

they have to request access to view it via yahoo messneger etc..
your parents cant view it either would asking, neither can goverments since thats spying without permission and even if they wanted to it would be really tricky.
