why polyster film insulation is used instead of paperfoil in transformer?

Because it serves the purpose batter. Polyester is fairly new material, paper is a very old material, it was there before the transformer and it was adopted in the transformer, but once the polyester was made it was apparent that it is more suitable then the paper so now the paper is replace by it.
