The first thing you have to do is create a new limited account. Not an administrators account and make sure you password protect the administrators account. Have the users you do not wish to make changes on the computer use the new limited account (and keep the password a secret).

XP Pro has a tooll called Local Security Settings that will allow you make changes to your system. Click Start > Run, type secpol.msc > Enter.

Under Local Policies click User Rights Assignment. Right-click the policies you want to change, choose Properties and select which access rights.
