Yes it is completely wrong. Maybe you should try the 6 second rule, instead of staring. Look once, and only once for 6 seconds. Any longer than this, and it could be perversion.

I think as long as you're only LOOKING then its fine... but if your intention is to pursue girls for only one reason, then perhaps you should re-think. Unless you're like a model scout... and you look at women only to see if they would make good models or something...
