You have the right idea, but white sugar and water will dissolve, try sugar and oil, just enough to make a paste. Brown sugar and olive oil is great. I make homemade bath and body products and make this awesome brown sugar scrub.......Take some mild body soap or hand soap, and mix a little of it into some brown sugar, if you can find apricot kernel meal, that makes it a great scrub.....sea salt and oil works too, just be sure you don't have a cut anywhere:)

You need to add the sugar to the liquid soap you use, water and sugar alone does not do a great job and it may irritate your skin.
Oil of Olay, Neutrogena, are great liquid soaps. Each time you want to exfoliate just mix the sugar with the soap, mix it new for each use. Just put some liquid soap in a cup and then about a teaspoon of sugar, it works. You need to experiment and see what works best for you, you may want to increase the amount of sugar if you need to.

What you want to do is use sugar mixed with lotion. Use a lotion with no perfumes. Just like a regular lotion with no scent. This is very common in Puerto Rico, and it is a very good exfoliant!
