It's a tough question. They've both improved alot since they last fought.
Gaara - Has several new sand atttacks and has become a better tactition, because he's not pure bloodlust. If he goes fully into a deep sleep and lets the demon take control, Sasuke would probably die. Don't forget that Gaara is still the Kazekage and is recognized as the best Ninja in the Wind Country.
Sasuke - is Obsessed with killing Itachi, and would probably only want to kill Gaara if it stood in his way of killing his brother. Sasuke has a good ability to predict exactly why everything is(Like in the chunnin exams when he figured out exactly why you wouldn't get thrown out if you were caught cheating). Sasuke has probably gotten stronger training with Orochimaru, and he has the speed to beat Gaara. If he mastered Mangekyo Sharingan, Gaara would definately die.
My conclusion is that if Gaara stood in the way of Sasuke killing Itachi, or if Sasuke got Mangekyo Sharingan Sasuke would win. But if Gaara became full One-tailed Shukaku Sasuke would lose. It all depends on how much improvement each of them has shown.

Gaara definitely.
The Kazekage is supposed to be the greatest ninja in their land. Also, who could forget the whipping that Gaara gave Sasuke in the early days?
Sad to say, Sasuke has "issues".

Gaara always was. Thats why it had to take Naruto to beat him after Sasuke got beat.

Gaara.
i once loved sasuke [i meant myself not sakura] and think all are great about him.He is cool, talented,genius and OMG he is soo handsome!! (=^-^=) but when i read more about naruto,i start to like naruto. [i dont like naruto b4 :P] if compare gaara to sasuke,Gaara is definitely better than sasuke now. I think gaara starts to care for his friends or villagers, he did changed a lot!

Gaara.
In the beginning he was a real bastard, but after Naruto beat the crap out of him, and told him he (Naruto) won because he wants to protect those he care about, Gaara started to change. He became more likable.
Sasuke on the other hand just became more centered on himself.
