That would depend on what your nation is.
But not much, because all nations are under a similar threat from their own secret service departments, which operate on behalf of the New World Order, to keep people terrorised.
If we ignore the secret service terrorism, the tiny remainder could be viewed as no real threat at all.

Terrorism not terror is our greatest threat. It spawned little George Bush. It also drained our tax dollars. Dollars that could have been used for medical research, educational grants, health care, and a host of other improvements in our nation's infrastructure.

If a person takes care of his own home and never interferes into others matters, no one will ever create problem for that person.
On the other hand an other person is always (without fail) fingering to others then there are 100 % chances that some one (if one can do) will finger (small or big) to that the habitual one (who is fingering to others).
You have to decide the level of threat in that scenario,

Terrorists are like the Rakshasas described in Ramayana and other epics. They get pleasure in killing. Their targets are always the ordinary people as they have no protection from the government. They can destroy the nation or weaken the nation so that enemy can take over easily.
