The word "is" is always the equal sign.
Subtract x from both sides
you get 3x = -12
divide by three on both sides
The answer is -4.

let x be the #
4x=x-12
subtract x from both the sides
3x=-12
so x= -12/3 =-4
check
4 times -4 =-16 and
12 less than -4 = -4-12 =-16
so x=-4 is correct
