There is no easy way to remove paint from drywall.
It's gotten into the pores of the paper sheeting.

ADDED:

Ttry warming it up with your hair dryer.

Stripping Paint From Drywall

It doesn't make a lot of sense to try to strip it when you could just paint over it, but if you insist. Use a spray mister and wet the wall, then use a very fine grit wet/dry sandpaper(cloth backed, not paper) sand the surface until you see the moisture turn into a milky paste and then wipe off with a good sponge. Repeat.
Good luck with that one as it would be a lot of work but at least you wont ruin the drywall.

I'm not sure why you are trying to take it off? Is it peeling off? I typically just paint over it.

The other alternative is to get a sander and sand the walls to smooth it off.

the reason this is happening is because you mixed oil over latex or latex or oil. The only way to fix the problem now is to sand for the rest of your life.
