An isosceles triangle has 2 sides the same length and 2 angles the same size, always. An equilateral triangle has all 3 sides the same length. Each angle is 60 degrees, always.

An isosceles triangle is sometimes an equilateral triangle.
Isosceles means two of the sides are equal, and equilateral means three sides are equal, so an isosceles triangle is equilateral if and only if the third side is equal to the other two.

Never. An Isosceles triangle is a right triangle with two equal sides. An Equilateral triangle is a triangle with three equal sides.
Since the internal angles must total 180 degrees in any triangle, all equilateral triangles have equal angles of 60 degrees as well as equal sides. So a right triangle cannot possibly be an equilateral triangle.
