Hard choice but Black Canary is like Ms. Peel from that old TV show Avengers, always kicking high. But Ill do you one better, even Marvels Mystique wore fishnets and shes a shape shifter. Every girl you ever wanted in fishnets in one package.

Zatanna gets my vote, because her boyfriend (her stage manager, who kept wanting her to use her real magic in her act) was just a normal guy, he didn't have to be a super hero and she still liked him.

If we're judging strickly by heroism and/or looks, it's definitely a tie between the two ladies.
If we're judging strickly by costume, then I have to say that Zatanna wins.

Zatanna gets my vote because of the overall costume. As much as I like Canary (and i do) her costume does lend itself to... "less heroic" occupations.
