In TV's Smallville its shaping up to be
Flash, Cyborg, Green Arrow, Aquaman, Avenging Angel, Martian Manhunter and Clark(Superman)

In the Comics, Circa 1992, It was Originally Flash, Green Lantern(Hal Jordan), Black Canary, Aquaman, and Wonder Woman(i believe) during the Death of Superman Arc, it was Guy Gardner, Blue Beetle, Booster Gold, Bloodwynd, Maxima, Fire and Ice, and Superman

In the Justice league Cartoon from Cartoon network, it was Superman, Batman, Wonder Woman, Hawk Girl, Green Lantern(John Stewart), Martian Manhunter, and Flash(Wally West?)

Justice League Unlimited which followed had those seven, and countless others, including but not limited to: Captain Atom, Green Arrow, Black Canary, Vixen, SuperGirl, Hawk, Dove, Fire, Ice, Booster Gold, Elongated Man, Amazo,and Dr. Fate

Thor and the Incredible Hulk are part of the Marvel Universe. Same with the Captain. It's an easy enough mistake, I guess. [I would suggest you check up the Avengers if that's who you're really interested in: they have Iron Man, Wolverine, Spiderman, Ms. Marvel, yadda yadda yadda]. In the Justice League, we have: Superman, Batman, Flash, Green Lantern, Martian Manhunter, Wonder Woman, Aquaman. [But there are also a lot of other members of the Justice League, like Red Arrow, Green Arrow, Hawkman, Vixen, Red Tornado, Black Lightning, Black Canary... the roll call is seriously endless.]

The Justice League usually has a revolving roster....

It has included many of the heroes of the DCU. Most rosters include Batman, Wonder Woman, Superman (these three are also known as the Trinity). It also has included Martain Manhunter, Flash, Green Lantern, The Atom, PLastic Man, Aquaman, Red Tornado, Green Arrow, Captain Marvel, Black Canary, and many many others. Not to mention other branches of the Justice League, such as Justice League Europe and Justice League InternationaL JL Elite, as well as Justice League Task Force.

In 52 a "semi-official" JLA consisted of Firestorm, Firehawk, Super-Chief, Bulleteer, and Ambush Bug. And lasted for one issue.

The current team (As of August 2006) was Superman, Batman, Wonder Woman, Green Lantern (Hal Jordan), Black Canary, Arsenal, Red Tornado, Black Lightning, and Vixen, as well as Power Girl.

In the DC Universe, almost all Super Hero is an affiliate of the Justice League one time or another. Some probably are reserved, left, inactive, rejoined, active. Depends on the title of the comics, cartoon, ... etc.
