The cartoon is simply saying that Bush does not have solid policy in Iraq. It's a play on his "stay the course" statement. It is also a comment on Bush as an ideologue. The man pointing the stick in James Baker, a moderate Republican who is more pragmatic. Iraq is a "bitting" issue and Bush will not concede.

Perhaps: Bush chose to go to war in Iraq (it certainly wasn't forced on us like Pearl Harbor); his choice is biting him in the a**; Baker (friend of W's dad) is heading a commission to suggest ways to solve the Iraq mess; W rejects them all, as he has done for more than 3 years.
But this is only a popular view--Republicans probably think it means something else.

Iraq has come back to haunt Bush and he can't do anything about it now because the Senate and house are controlled by the democrats. So Now Bush's chief of staff is laying out the options for Bush and Bush is going for the leas provacative, cause his previous provocations lost him the house and senate. So he now has to tolerate iraq :)
