On a lot of landscaping shows I've seen, they dig out the area for the patio blocks down to about 3" or so (depending on the size of the blocks), then smooth out the dirt and get it basically level (it doesn't have to be perfect, but it shouldn't have any areas that are too far from level). Then they put a layer of gravel about 1" deep, smooth it out and level it, then add about 1/2" of sand over that, again smooth and level. THEN they add the patio blocks, being very careful to level each one as they go. Afterwards they put sand down to go in between the blocks, unless they want to put some ground cover like moss or something, in which case they put topsoil down, sweep off the excess, then fit the moss in between the pavers.
Your local nursery or home improvement store should be able to help you with advice about conditions in your area.

sand is not the answer!sand retains moisture and you will eventually end up with a wavy patio.
first how thick are your pavers are they standard 2 3/8 thick if so dig down about 8 inches you want to use 4 inches of compacted stonebase (which is 3/4 crushed stone and stonedust mix) then you want to use an inch of washed stonedust for your drainage do not compact this product set your pavers right into this product then you can sweep sand in between a polymeric sand is best because it hardens and that protects from weed and ant damage.
the most expensive product will be polymeric sand.
the base and dust will run you about $20 per yard.
a yard of material will cover a 10 x10 area.or 100 square feet.

Hi
I laid one last summer. It was a lot of work but very rewarding. After measuring out your area, smooth out the ground and dig down a couple inches. Fill with one inch of sand and level. Lay your blocks on top and lever. Fill cracks with sand and sweep off, then wash off. Have fun!!

To get the surface even means that you could get top soil and put on the ground to even out the surface of the ground.

Sand for the base then you need to make a board with handles on both ends to stump the sand down and use level to see any uneveness then lay wish I could show you
