in gta sa can i get a minigun w/o doing a specail mission?

Having completed the mission 'the black project', the only other place that i know of that has a minigun is Mike Toreno's ranch, once you've finished all the mission for him. The only other mission you have a minigun is 'Air raid' for Zero, but you can't keep the minigun if you fail or pass the mission
