Put the trash in a solid plastic trash can (in bags first). Rubbermaid is good, and reasonable, about $10 at KMart. Put the lid on the can. All better. Cat has no thumbs, so can't get into the can.

The only way I solved this problem with my cats is I got a sturdy trash can with a lid. (If the trash can is too light they can still knock it over and get the trash out. I learned this the hard way)

Sprinkle red pepper on the bags. Or, don't leave the bags around. I live in a rural area, have snap on lids for our trash cans. To many critters around.
