If your parents say you dont need new clothes there must be a reason behind that. If they say you dont even where the ones that you have then maybe you can take it to a resale store where they will give you credit on those clothes so you can buy more.

Well if you really wanted new clothes you would show your parents the clothes you wear everyday and maybe what i use to do when my mom was like tht was even if i didnt wear it i would put it in the washer machine to make it seem like it was worn

You're not making it clear why you "need" new clothes. I have a feeling if you really needed them, your parents wouldn't have a problem buying them. Maybe earn some money of your own and you can buy clothes whenever you want.

Guilt them into taking you to get new outfits. Go to the Gucci house or the Armani exchange and get suits and shoes.

well this might sound dum but try going to good will or sumthing or even try to start sewing and you make your own clothes
