I am wondering if Chief of Police, Fire Chief, Mayor, etc are legally able to do perform marriage ceremonies. Wondering about nonreligious officials only.

I know Notary Publics can also perform marriage ceremonies. If there is a local humanist group in your area they also perform nonreligious ceremonies.

As far as I know only a JP, Minister or Sea Captain(while in international waters) are licensed to perform marriages but I am not 100% sure

Ship's captains can perform marriage ceremoies; I suspect that applies to pilots as well (although maybe in international airspace?). As for judges - I believe it can be ANY judge - not just a Justice of the Peace.

it is largely dependent on the state.

however by most oceanic or marittime laws the capitan of any boat can preform a marriage.

another alternative would be to become ordaines through a multi denominational church such as the Universal Life Church. and list your religion as athiest. the ordination is still legal but is not further tied to any religious affiliation with the Church othen than as a records keeper.

It probably depends on your state but where I live both probate judges and Superior Court Judges can perform marriages.

Don't overlook Ship Captains. If I were looking for a nonreligious official, that'd be my number one pick.
