A simplified answer is that birds have very specific breeding, and wintering grounds, and migrate to go back and forth between the two. Wintering grounds are in a warm place, where they will not freeze to death and where it is still summer (like in the tropics) and where there is still food available. Breeding ground is where is habitat for nest building, and food availability as well. Some birds (found in warm climates such as S. America, California, Florida, etc.) do not migrate at all because temperatures are survivable all year and there is still some food source year round also.

Short answer: no. Non- migratory species are often seed-eaters or fruit eaters because in northern areas they are the most abundant food sources during winter tough some insectivorous species remain abundance of insects may be quite reduced in winter. Then of course there are raptors that will remain to prey on those birds. Birds migrate for numerous reasons, one being that it is metabolically expensive for them to stay in cold areas ( need to burn up a lot more energy when to stay warm when it is cold), food sources may become unnavailable during winter and for aquatic species the need for open water is a factor. Some species only "migrate" every so often, these are irruptive species which are migrating south as a result of a food shortage further north in their normal range.
