The girl's name was Phan Thị Kim Phúc also known as Kim Phuc. The picture shows her at about age nine running naked after being severely burned on her back by a napalm attack. Associated Press photographer Nick Út earned a Pulitzer Prize for the photograph. The image of her running naked amidst the chaotic background became one of the most remembered images of the Vietnam War.
The photo was widely published, but most famously in Time Magazine.

If you are talking about the girl (about 11) that was running naked down the road after being burned, that was "LIFE" magazine. I remember that issue.
Edit: Many people are saying TIME was the magazine, but those answers are incorrect. It was in LIFE magazine. However, the two magazines were part of the same company, TIME-LIFE.
