Your equation is y = 16 (a horizontal line through (0,16). If you haven't figured out already, it has a slope of zero.

Comparing it to y = mx + b, you can see that m = 0. So the slope of y=16 is 0.

That means you need another horizontal line that also has a slope of zero, but through the point (-7, -4). You can probably intuitively figure that it is y = -4, but we can also show that formally:

Putting it into the point-slope form, where m = 0:
(y - y1) = m(x - x1)
(y - (-4)) = 0(x - (-7))
y + 4 = 0
y = -4

So either way you get to:
y = -4

y=16 is a horizontal line, with a slope of zero.

remember that in order to tell that two lines are parallel, their slopes must be equal.

in this case, we need to find a line that also has a slope of zero and passes through point (-7, -4).

if you have the graph, draw a horizontal line that passes through point(-7,-4),

and the graph is y = -4

The line y=16 is a horizontal line. Since it is a horizontal line, the line that is paralell to it will also be a paralell line. Since the line must pass through point (-7,-4), the equation of the line is y=-4

both lengths have ratio 3:4, so the quick one is 3x and the lengthy one is 4x. Then the completed length is 7x. So, 7x = 40 2, hence x = 6. Shorter area = 3x = 3*6 = 18. Longer area = 4x = 4*6 = 24.
