Free trials available for all of the software. The software is actually quite cheap and is capable of producing commercial quality games.

Depends what you want to make.

Game Maker:
Game Maker is a wonderful tool that can create 2D and pseudo-3D video games with a simpler interface. It can make nearly any type of game.
Note, this freedom comes with a price. If you don't want to program, then this program will only make very simple things happen.

O.H.R.R.P.G.C.E.
A wonderful freeware RPG-game creator that's actively developed. It is recently coming out of the dark ages of DOS and updating itself for Windows and Linux support. I'm not sure about Mac support as of this moment.
This engine also has a major community with it called Castle Paradox, that's very active and a great place to share your project.

Blender:

Beware! This is getting into the danger zone here. Blender is a 3D modeling program that also has animation and a very basic video game engine. Recently, a 3D engine named OGRE is being developed to plug in to Blender, giving it a stronger Game Engine.
But, this is probably the most confusing tool to use. Not only must you find or make your own models and animate them, you must learn python to do anything past moving a character around. This also has a community attached to it at Blender Artist Forums (formerly known as Elysuin.)

RPG Maker (all various versions):
There are many versions of RPG Maker, but they all essentially have the same purpose. They can create an RPG game of any length in a console RPG style. Most of them come with preloaded graphics, but can be customized.
RPG Maker (PSX)
While limited, this maker really can make a case for what's possible with these types of games. Sadly, objects can only move one at a time when scripted, but there are workarounds for multiple things moving at once. The standard battle engine is a little dull, but it's possible to create a Custom Battle System (CBS).
RPG Maker 2 (PS2)
A 3D RPG Maker that has many more options than its predecessor. However, this also comes with a price. The graphics are far from standard, and it can be a bit difficult to learn the scripting used.\
RPG Maker 3 (PS2)
I'm not too familiar with this one. While the graphics are better, the creator is extremely limited.
RPG Maker XP (PC)
This RPG Maker is probably the most customizable one. It is possible to import graphics from outside sources, and comes with some premade graphics as well. At a price of $50 (I believe) it can be a very nice tool.
RPG Maker 2000/2003
I put these at the end because it's a bit of a conscious ideal. RPG Maker 2000 and 2003 where illegally translated and distributed around the US. If you plan on using these, then as I understand it, 2000 was a bit closer to CRPGs in style, while 2003 was closer to console RPGs.

There are many more, this is just a starting point, there are many more out there, though you may have to search for them.
