The US has no opinions on Arab v Arab conflicts.

That was roughly what she told Saddam giving him the greenlight to invade Kuwait.

Former US ambassador to Iraq. Don't know about advice, but she did tell Saddam "We have no opinion on the Arab-Arab conflicts, like your border disagreement with Kuwait."
