One of the best cleaners on the market is TSP. You can purchase it at any hardware store. Remove the old caulk, clean the area with a good stiff brush and TSP. Let the area dry completely for several hours and then apply new caulking. Choose a high quality butyl or silicone caulk that has mildew resistant chemicals added. In addition, the caulk should be formulated for bathroom applications. The secret to a good caulk job is a clean foundation that is completely dry.

Well here`s my compilation. I like the razor knife idea. Remove everything that you can, any old sealant left may cause a leak. Have my doubts a stiff brush will remove any of the sealant but will aid in removal of film and water residue. Chemicals? Never used TSP, Denatured alcohol works well, don`t know if I`d use mineral spirits, might leave a residue. The primary objective is to be clean as possible. Caulk? silicone. Don`t use butyl. It won`t cure correctly for this application.

I don't think any real special cleaning is necessary. Caulk is a good sealant, that if you have a couple of spots with a tiny bit of old caulk, it won't matter much. Now, if you tons of dried caulk still left behind, you may want to scrape it with a painter's razor blade, but otherwise, I'd make sure I clenaed up any residue after I re-caulked

Don't use silicone.

Use the appropriate sealant non-silicone.

Clean and dry.
